Coordinator


Manuel holds a Master’s Degree in Economic Sciences from the University of Alabama (USA), a Post-Graduate Degree from the University of Colorado-Boulder (USA) and a Bachelor’s Degree in Economy and Planning, with a concentration in Cybernetic Economy along with a Master’s Degree in Planning from Karkov University (Ex-USSR). He has spent his career in planning, developing, implementing and monitoring public policies and development programs, focusing on Public Finance Management. He was part of the Ministry of Finance from 1990 to 1999 and then joined the World Bank as a consultant until 2001 when he became the Director of National Planning of Cape Verde until 2009. In this role, he was responsible for coordinating various strategic documents that have set the pace of the development of Cape Verde in the past decade, including national development plans such as the Growth and Poverty Reduction Strategies I and II. From 2004 to 2006, he was also the Deputy Governor of the ECOWAS Development Bank. Currently, Manuel is the founding-Coordinator of the Centro de Políticas Estratégicas.
