Cabo Verde needs an educational system that is capable of producing creative and innovative entrepreneurs, in addition to engineers, scientists, technologists, planners, contract negotiation specialists, professionals with university degrees, and managers who express themselves fluently in English and who can be leaders in implementing the transformation agenda.
